Uganda Wildlife Authority (UWA) is a semi-autonomous agency under the Ministry of Tourism, Trade and Industry. UWA was established in 1996 and is managed in accordance with the Wildlife Act Cap 200 of 2000

The Mission of UWA is: To Conserve and Sustainably Manage the Wildlife and Protected Areas Of Uganda in Partnership with Neighboring Communities and Other Stakeholders for the Benefit of the People of Uganda and the Global Community

1. Job Title    :  Assistant Warden Procurement

  • Vacancies:  Two
  • Location:   Field based
  • Reports :   Conservation Area Manager Interfaces with Contracts Committee, Procurement Manager
  • Salary Scale :   UWA 07
  • Contract duration :    Four (4) years Renewable

MAIN PURPOSE OF THE JOB

To Coordinate all procurements at Conservation Area level and ensure that procurements are made in a timely manner and in accordance with the PPDA Act and regulations 2003.

KEY RESULT AREAS

  • Check and prepare specifications, terms of reference, statements of requirements and bidding documents in liaison with user departments.
  • Maintain and update procurement,stores,and disposal records
  • Prepare monthly and quarterly reports to Management
  • Prepare advertisements, issue bidding documents receive bids and provide bid clarification at CA level
  • Good reporting skills
  • Good knowledge of PPDA guidelines

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

A Bachelors degree in Procurement and logistics from a recognised  University., A certificate in CIPS is an added advantage Other requirements Working experience: A minimum of two (2) years and above demonstrated practical experience in the field of procurement in a prominent and busy Public or private organisation.


2. Job Title: Senior Warden Human Resource (Human Resources Officer)

  • Vacancies  :  One
  • Location:  Headquarters but with frequent travels to the field
  • Reports:   Human Resource Manager
  • Salary Scale:   UWA 05
  • Contract duration:    Four (04) years Renewable

MAIN PURPOSE OF THE JOB

To coordinate development and implementation of HRM policies and procedures within UWA framework of strategic policies and guidelines

DUTIES AND RESPONSIBILITIES

  • Participating in formulating AOP, corporate strategies and budgets according to the Director’s instructions.
  • Carrying out annual Man power plans for UWA to achieve corporate strategy.
  • Handling all industrial related matters according to the collective bargaining agreement to maintain industrial peace.
  • Ensuring that staff leave roster and leave transport allowance is managed according to UWA Policy.
  • Managing staff contracts updating the immediate supervisor accordingly, three months before expiry of each staff contract.
  • Designing, documenting and implementing Recruitment/Exit Policies per UWA guidelines.
  • Conducting Annual Performance Appraisal with HOD’s.
  • Supervising implementation of staff gratuity, SACCO and welfare schemes
  • Providing immigration documents to all expatriate staff as and when required according to ministry of internal Affairs’ guidelines.
  • Liaising with Human Resources Manager to discipline and counsel employees.
  • Ensuring that insurance covers for UWA are renewed in time.
  • Educating and implementing health and safety measures as per UWA policy
  • Producing monthly, quarterly and annual Human resource reports
  • Any other duties assigned by management from time to time.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

A good degree from a recognised University in social Sciences, Arts or Humanities, a post graduate Diploma in Human Resource Management is an added advantage.

OTHER REQUIREMENTS

Working Experience of 05 years and above demonstrated experience in the field of HR in a prominent and busy Public or private organisation

Required age at least  35 years

3. Job title :          Principal Legal Counsel

  • Location       :          UWA headquarters
  • Reports to   :          Director Legal & Corporate Affairs
  • Supervises :         02 legal counsel
  • Salary scale  :        UWA 04(a)
  • Contract duration:         four (4) years renewable

MAIN PURPOSE OF THE JOB

To provide and coordinate legal services for and offer guidance to UWA in line with the Uganda Wildlife Act Cap 200 of 2000, UWA Mission and other relevant Laws

KEY RESULT AREAS;

  • Prepare pleadings and appear in court on behalf of UWA in line with established, laws, and procedures 
  • Prepare agenda, minutes and notices of the UWA Board of Trustees in line with existing law and procedures manual as may be delegated.
  • Coordinate and monitor the activities of the various partners ensuring compliance with approved laws and Memorandum of Understanding (M.O.Us) in line with UWA mission and strategic plan, relevant laws and agreements
  • Spearhead the development of M.O.U’s agreements and other legal documents/instruments in line with Uganda Wildlife Act and other applicable laws and policies.

KEY COMPETENCIES / SKILLS

  • Good knowledge of the principals and practice of company law, development or environmental law, and the procedure guide to public sector
  • Ability to interpret and apply applicable laws
  • Analytical and decision making skills

  • Drafting legal documents.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

  • A good degree of bachelors of laws from a recognized university with a bias in environmental law and or commercial law or company law.
  • A  masters degree in the field of law is an added advantage
  • A postgraduate diploma in legal practice from the law development centre (LDC) and a valid practicing certificate must.
  • Must be registered with the Uganda law society.
  • computer literate - ms-office, excel, e-mail, internet (necessary  requirement)

Other requirements

  • knowledge of the Uganda wildlife act cap 200 of 2000 and other relevant laws

  • certificate of admission and enrolment on the roll of advocates of the high court of Uganda
  • Working experience

4. Job Title:                         Legal Counsel

  • Reports to:                      Principal Legal Counsel
  • Supervises:                     Prosecutors and Legal Clerks

Overall purpose

To facilitate the smooth running of the Legal unit in order to keep UWA operating its business in line with the law and ensure Uganda Wildlife Authority is legally represented in its interests.

Major duties and Responsibilities:

  • Liases with Principal Legal Counsel on all legal matters.
  • Sets up and maintains the statutory registers in consultation with the supervisor.
  • Drafts legal documents between Uganda Wildlife Authority and its clients and other third parties forward them to the principal legal counsel for consideration.
  • Offers legal advice as and when required on various matters arising out of the day-to-day operations of Uganda Wildlife Authority.
  • As may be delegated by principal legal manager he/she coordinates with external law firms, in order to take care of the Uganda Wildlife Authority’s interests.
  • Liases with different government ministries or agencies e.g. MITTI Ministry of Justice (Company registry) and Ministry of lands to ensure the proper registration of UWA through monitoring and registration process.
  • Performs any other official related duties as may be assigned by Uganda Wildlife Authority principal legal Counsel or director Legal and  corporate affairs from time to time.

ACADEMIC AND PROFESSIONAL QUALIFICATIONS

Must be a practising advocate for a minimum of 03 years and at least two of these in a prominent and busy organization.

University graduate of law, specialising in commercial or company law. Must possess a diploma in legal practice, Should be registered with the Uganda Law Society.

  • Good knowledge of the principles and practices of company law, or commercial law and procedures guiding public sector.
